Last year, Vietnam experienced a slow economic growth due to high inflation, limited liquidity, trade deficit and business losses. Agriculture was considered a shot in the arm much needed by the national economy with a growth rate of 4 percent and export earnings of US$25 billion (accounting for 22 percent of the country?s total export turnover). Agriculture was also the only sector enjoying an export surplus of US$18 billion in 2011.

The World Economic Forum Annual Meeting 2012 held in Davos, Switzerland in January praised Vietnam?s agricultural achievements, saying the country has set a typical model of agricultural development for developing countries. Vietnam?s production and export of agricultural products has attracted many major investors in the world. Its agriculture is predicted to develop strongly and sustainably with higher efficiency and quality.

In this context, market analysis and forecasting is very essential since many of Vietnam?s key agricultural products such as rice, coffee and seafood fetch ridiculously low prices and investors find themselves unable to prime the pump in the agricultural processing areas.

If market analysis and forecasting is not improved, Vietnam?s agricultural production?and social development will be greatly affected.

WASHINGTON (AP) ? The Supreme Court is setting an election-season review of racial preference in college admissions, agreeing Tuesday to consider new limits on the contentious issue of affirmative action programs.

A challenge from a white student who was denied admission to the University of Texas flagship campus will be the high court's first look at affirmative action in higher education since its 2003 decision endorsing the use of race as a factor.

This time around, a more conservative court could jettison that earlier ruling or at least limit when colleges may take account of race in admissions.

In a term already filled with health care, immigration and political redistricting, the justices won't hear the affirmative action case until the fall.

But the political calendar will still add drama. Arguments probably will take place in the final days of the presidential election campaign.

A broad ruling in favor of the student, Abigail Fisher, could threaten affirmative action programs at many of the nation's public and private universities, said Vanderbilt University law professor Brian Fitzpatrick.

A federal appeals court upheld the Texas program at issue, saying it was allowed under the high court's decision in Grutter vs. Bollinger in 2003 that upheld racial considerations in university admissions at the University of Michigan Law School.

But there have been changes in the Supreme Court since then. For one thing, Justice Samuel Alito appears more hostile to affirmative action than his predecessor, Sandra Day O'Connor. For another, Justice Elena Kagan, who might be expected to vote with the court's liberal-leaning justices in support of it, is not taking part in the case.

Kagan's absence probably is a result of the Justice Department's participation in the Texas case in the lower courts at a time when she served as the Obama administration's solicitor general.

Fisher, of Sugar Land, Texas, filed a lawsuit along with another woman when they were denied admission at the university's Austin campus. They contended the school's race-conscious policy violated their civil and constitutional rights. By then, the two had enrolled elsewhere.

The other woman has since dropped out of the case. The state has said that Fisher is a Louisiana State University senior whose impending graduation should bring an end to the lawsuit. But the Supreme Court appeared not to buy that argument Tuesday.

The Project on Fair Representation, which opposes the use of race in public policy, has helped pay Fisher's legal bills. "This case presents the Court with an opportunity to clarify the boundaries of race preferences in higher education or even reconsider whether race should be permitted at all under the Constitution's guarantee of equal protection," said Edward Blum, the group's director.

The project also issued a statement in Fisher's name. "I hope the court will decide that all future UT applicants will be allowed to compete for admission without their race or ethnicity being a factor," she said.

Most entering freshmen at Texas are admitted because they are among the top 10 percent in their high school classes. Fisher's grades did not put her in that category.

The Texas Legislature adopted the Top Ten Percent law after a federal appeals court ruling essentially barred the use of race in admissions.

But following the high court ruling in 2003, the university resumed considering race starting with its 2005 entering class. The policy at issue applies to the remaining spots beyond those filled by the top 10 percent and allows for the consideration of race along with other factors

Texas said its updated policy does not use quotas, which the high court has previously rejected. Instead, it said it takes a Supreme Court-endorsed broader approach to enrollment, with an eye toward increasing the diversity of the student body.

"We must have the flexibility to consider each applicant's unique experiences and background so we can provide the best environment in which to educate and train the students who will be our nation's future leaders," said Bill Powers, president of the University of Texas at Austin.

Before adding race back into the mix, Texas' student body was 21 percent African-American and Hispanic, according to court papers.

By 2007, the year before Fisher filed her lawsuit, African-Americans and Hispanics accounted for more than a quarter of the entering freshman class.

Fisher's challenge says the Top Ten Percent law was working to increase diversity and that minority enrollment was higher than it had been under the earlier race-conscious system.

Fitzpatrick said two other states, California and Florida, use similar "top 10" plans, although California law explicitly prohibits the consideration of race.

"But the vast majority of schools that are selective are using affirmative action, though they don't like to advertise it for fear of being sued," he said.

The case is Fisher v. University of Texas at Austin, 11-345.

A sheriff has stepped down as Arizona co-chairman of Mitt Romney's presidential campaign amid allegations of misconduct made by a man with whom he previously had a relationship.

At a press conference Saturday outside his office in Florence, Pinal County Sheriff Paul Babeu called the man?s allegations, published Thursday in a Phoenix New Times story, "completely false."

Babeu, who is also running for Congress in Arizona?s new 4^th Congressional District, quit his position as Romney?s Arizona co-chairman but vowed to stay in the congressional campaign.

"Sheriff Babeu has stepped down from his volunteer position with the campaign so he can focus on the allegations against him," Romney spokesman Ryan Williams told The Arizona Republic in a statement. "We support his decision."

Babeu, who was elected in 2008 as the first Republican sheriff of Pinal County,?has gained national media attention for speaking out against illegal immigration and the unsecured U.S. border with Mexico.

DreamWorks Animation Forms Studio With Chinese Partners ...

DreamWorks Animation on Friday announced a long-anticipated deal with three Chinese companies to form a family-entertainment studio in Shanghai.

The animation studio will join with China Media Capital, Shanghai Media Group and Shanghai Alliance Investment Ltd. in spending $330 million to open a new company they are calling Oriental DreamWorks. The Chinese companies will hold a 55 percent stake in the new company, with DreamWorks Animation controlling the rest.

That capitalization is small; DreamWorks Animation, the maker of ?Kung Fu Panda,? spends about that much to make and market a single movie in the United States. But Jeffrey Katzenberg, the chief executive of DreamWorks Animation, nonetheless positioned the deal as ?groundbreaking and historic,? in part because the parade of other movie companies that have already announced Chinese movie deals ? Relativity Media, Legendary Entertainment ? are not focused on the family market.

Oriental DreamWorks is not expected to release a movie until 2016; yet, even before the official announcement, the enterprise drew criticism from The Wall Street Journal?s editorial page as an example of the barriers to competition in China.

DreamWorks Animation shares closed on Friday afternoon at $19.52, up almost 1 percent.

Would you mind a couple of $1 coins clanking around in your pocket if it could save the government some money?

The U.S. General Accountability Office released a study Wednesday that found replacing the dollar bill with a dollar coin could saving the federal government $4.4 billion over 30 years.

?With the current budget situation, we felt Congress needs to be aware of all the viable options for gaining financial benefits, and replacing the dollar note with the dollar coin provides such a benefit over the long term," Lorelei St. James, the GAO?s director of physical infrastructure, said on the agency's website.

In the near term, however, the monetary switcheroo would lead to losses. In fact, the GAO found replacing paper dollars with coins would result in a net loss of $531 million in the first 10 years, or an average of $53 million each year.

It?s not the first time such a proposal has been put on the table as a way to save money. Last March, the GAO released a similar report on the benefits of going to a coin, generating a huge outcry of both support and opposition for such a move.

This time around won?t be much different.

In September, a bill called the Currency Optimization, Innovation and National Savings Act, aka COINS, was introduced in the House, calling for a move to the coin. A similar bill was introduced in the Senate late last month.

?We are certain that this White House and this Congress will take a serious look at the huge savings in the COINS Act,? said Jim Kolbe, a former congressman and the honorary chairman of the Dollar Coin Alliance, in a statement. ?We think the introduction of this legislation in the Senate, together with the earlier introduction in the House, is a big step forward toward the passage of this cost-saving, currency modernization legislation.?

On Team Dollar Bill is U.S. Sen. Scott Brown, R-Mass., home state of the company that has been making the dollar note for more than a century, Crane & Co.

Brown was quoted today on the website of The Berkshire Eagle, a Massachusetts newspaper, saying a move to coins is ill advised ?because it's the wrong thing for the American taxpayer and would cost Massachusetts hundreds of jobs."

The GAO didn?t look at the cost to the private sector or any environmental issues that could arise. Instead the agency focused on was the cost of the change over the long haul.

The analysis found: ?The cost of producing a large number of coins necessary for the transition would result in a net loss in six of the first seven years. In the eighth year, and for the remaining two years, this situation is reversed: the interest savings outweigh the production costs and the net benefits would be positive.?

There are misconceptions about solar power generation that ought to be obsolete but still persist to this day. One of these is the myth that says solar energy is feasible only in areas that enjoy plenty of sunshine. Another states that a home powered by solar panels will experience intermittent power interruptions depending on the weather.

Both are categorically false.

While it is true that location affects the cost-efficiency of solar power generation, it is also a widely known fact that solar technology works incredibly well almost anywhere around the world. As a rule of thumb, a larger solar power plant in less sunnier locations like Connecticut should generate the same output as that of a smaller plant in a location like New Mexico that enjoys a lot more sunlight. Valentine's Day will be greeted by a storm that will begin the day in the Mississippi Valley before moving eastward into the eastern third of the country.

In the colder air to the north, snow is expected to fall through the Ohio Valley before moving into the Northeast in the evening. The warmer air to the north will only allow areas of light to moderate rain to form from Louisiana through the Carolinas. By the end of the day, much of the precipitation from this storm will be off the eastern seaboard, leaving warmer air in the Southern Plains and much colder air in the Northern Plains and Upper Midwest.

In the West, a storm will track through the Great Basin before slamming into the Rockies, where it will produce much needed high elevation snow. This will not be a tremendous snow producer, but several inches of the white stuff is expected.

Late in the day, a Pacific storm will make its approach to the West Coast. As the storm moves inland, it will instigate rain and high elevation snow in Washington and Oregon. This storm will be the next rain producer for California on Wednesday.

The Northeast will rise in to the 30s and 40s, while the Southeast will see temperatures in the 50s, 60s, and 70s. The Northern Plains will rise into the 30s and 40s, while the Northwest will see temperatures in the 30s and 40s. Temperatures in the Lower 48 states Monday have ranged from a morning low of -16 degrees at Mt. Washington, N.H. to a high of 72 degrees at Marathon, Fla.

Clinton: Poverty helping fuel violence in Nigeria (AP)

LAGOS, Nigeria ? Former U.S. President Bill Clinton warned Monday that the rampant poverty that plagues oil-rich Nigeria ? felt most acutely in its Muslim north ? is fueling the religious violence now tearing at the nation.

A radical Islamist sect known as Boko Haram claimed Monday it killed 12 soldiers and beheaded three government informants in its bloody wave of sectarian violence against Nigeria's weak central government. While Clinton never named the sect in a speech Monday night in Nigeria's commercial capital Lagos, he admitted he remained "really worried" about the security challenges in Africa's most populous nation.

"You can't just have this level of inequality persist. That's what's fueling all this stuff," said Clinton, who appeared along with Cherie Blair, the wife of former British Prime Minister Tony Blair, at the ThisDay Awards, an annual ceremony hosted by Nigerian newspaper magnate Nduka Obaigbena.

Poverty is endemic in Nigeria, and corruption has siphoned away billions in oil earnings since the country began exporting crude more than 50 years ago. New government statistics released Monday showed that in Nigeria's northwest and northeast, regions besieged by Islamic insurgents, about 75 percent of the people live in poverty.

Analysts say that poverty, despite decades of military rule by leaders from the north, coupled with a lack of formal education has driven the region's exploding youth population toward extremism.

In the last year, Boko Haram, whose name means "Western education is sacrilege" in the local Hausa language, has carried out increasingly sophisticated attacks in its campaign to implement strict Islamic law and avenge Muslim killings in Nigeria.

Boko Haram is blamed for killing at least 286 people so far this year, according to an Associated Press count. At least 185 people died in the sect's coordinated assault in January on Kano, the largest city of Nigeria's north.

Those attacks have strained relations between Christians and Muslims in Nigeria, a multiethnic nation of more than 160 million people. Clinton called for Nigerians to embrace their similarities, while also asking the government to speed public works projects such as providing electricity to a nation whose people are long accustomed to running their own generators for power.

"It is almost impossible to cure a problem based on violence with" violence, Clinton said. "You also have to give people something to look forward to when they get up in the morning."

However, Clinton acknowledged Nigeria cannot rule out using military or police force when dealing with the instability. The unease in the country, as well as the threat of possible Boko Haram violence even in Lagos, could be felt as heavily armed soldiers and officers stood guard outside the luxury hotel as he spoke Monday night.
