Poll: Romney within striking distance of Obama

TAMPA, Florida (Reuters) - Republican Mitt Romney edged closer to President Barack Obama in a new Reuters/Ipsos poll on Tuesday as he mounts a sustained effort this week to sell himself and his vision for U.S. economic recovery at the Republican National Convention.

In a four-day rolling poll, Obama led Romney by two percentage points among likely voters, 45 percent to 43 percent. That was a slight narrowing of the gap from results of the rolling poll on Monday when Obama was ahead by four points.

Romney arrived in Tampa on Tuesday to hear his wife, Ann, deliver a speech to thousands of party activists at the convention, which runs through Thursday.

Ipsos pollster Julia Clark said it was too soon to say Romney was getting a bounce from the convention, which was shortened by one day because of worries that Hurricane Isaac could strike Florida's Gulf Coast, where Tampa is located.

"I think if we started to see Romney creep up or become even with Obama or overtake him, that's when I would say the convention is changing things," Clark said.

Other polls have shown Obama and Romney neck-and-neck, and the Republican's campaign officials believe they are in good position to upset the Democrat in the November 6 election.

The latest survey highlights an opportunity for both Romney and the Democratic incumbent: the poll found that "non-aligned registered voters" have not yet swung toward either candidate but are in general extremely negative about the direction of the country.

Only 6 percent of this voting bloc think things are on the right track, even fewer than Republicans.

But this does not mean non-aligned registered voters are simply Republicans who are skeptical about Romney, since 43 percent feel favorable toward Obama and 36 favorable toward Romney.

Clark said this group seems willing to be swayed by the candidate with the more successful economic argument.

"Neither candidate has made a convincing enough argument that they can shepherd economic recovery over the next four years," she said.

Broadly speaking, Obama still leads on several personal traits. Voters find him more eloquent and likable than Romney. He is, however, in a dead heat with Romney in one category: 51 percent of registered voters surveyed had a favorable view of Obama while 50 percent had a favorable view of Romney.

Pollsters interviewed 1,325 likely voters over four days in the online survey. The precision of the Reuters/Ipsos online polls is measured using a credibility interval. In this case, the poll has a credibility interval of plus or minus 2.8 percentage points for all respondents.

Staying One Step Ahead of Disaster | Environment and Energy ...

Ireland is now part of an academic network which hopes to improve disaster preparedness in cities worldwide. NUI Galway?s experts have joined with 67 other universities in efforts to increase society?s resilience to natural and man-made disasters.

The project, called ANDROID (Academic Network for Disaster Resilience to Optimise Educational Development), aims to promote co-operation and innovation among European higher education institutions to increase society?s resilience to disasters of human and natural origin ? such as earthquakes or the damage caused by ongoing wars.

ANDROID, supported by an EU grant worth Eur800,000, will run for three years and is led by University of Salford?s Centre for Disaster Resilience, based in the UK.

So far a consortium of partners from 64 European higher education institutions has embarked on the project, joined by three institutions from Australia, Canada and Sri-Lanka.

Alexandra Revez from the School of Geographyand Archaeology at NUI Galway, whose current research looks at flooding issues inIreland, explains: ?We need to stay one step ahead of disaster, and be prepared for all kinds of eventualities. In the case of earthquakes, this might involve strict building regulations, in the case of flash flooding this might involve public preparedness.?

Over three years, the consortium partners will describe, analyse and compare the capacity of European cities and higher education institutions to address disaster risk. ANDROID will provide the link between the research and the public, helping to reinforce the connection between education and society.

?There is now recognition of the need for collaboration on a large scale that involves a plurality of actors. ANDROID is based on an inter-disciplinary consortium of partners that comprises scientists from applied human, social and natural disciplines. Addressing disaster risk is an endless or continuous process that cannot stop,? says Professor Amaratunga from the Centre for Disaster Resilience.

The project was inspired by the United Nations International Strategy for Disaster Reduction (UNISDR) ?Making Cities Resilient? campaign. The campaign advocates widespread commitment by local governments to build resilience to disasters, increase national government support to cities to strengthen local capacities and to develop global goals that are applicable for all cities.

The next phase of ANDROID will involve using all the data collected by the consortium partners to create laws and other practical measures to build resilience.

Venezuela struggles with refinery blaze after deadly blast

PARAGUANA, Venezuela (Reuters) - Venezuelan firefighters struggled on Sunday to put out a blaze at the country's biggest refinery sparked by an explosion that killed 41 people in one of the global oil industry's deadliest accidents.

Officials at the 645,000 barrel-per-day Amuay refinery are trying to stop the fire still raging at two storage tanks from spreading to other nearby fuel storage facilities. That would delay Amuay's restart beyond the current estimate of two days.

But the incident is likely to have little impact on world fuel prices because the OPEC nation can use its existing stocks to supply its domestic market and maintain exports.

On Sunday, the skeletal remains of a National Guard barracks destroyed in the blast sagged amid broken concrete and rubble, to a backdrop of flames and huge plumes of smoke coming from the two burning tanks.

Officials said a gas leak caused the explosion and that more than 200 homes were damaged by the shockwave. Some were located just across the street from the refinery, which is on a peninsula in the Caribbean Sea in western Venezuela.

Puddles of petroleum mixed with water covered roads in the area. The victims from Saturday included 18 National Guard troops and 15 civilians; six remain unidentified. On Sunday, two of the dozens of people wounded died in hospital, a National Guard general told reporters.

President Hugo Chavez, who visited the scene on Sunday, said there were still several people unaccounted for, as well as at least 35 people still in hospital, so the death toll could rise.

Ramon Diaz, 32, who lives in the nearby slum of Ali Primera, told Reuters the blast blew off the roof of his house.

"The fence was pulled up. The windows came out and broke on top of the kids' beds. It was horrible," he said. "We are still scared. We look at those flames and we're still scared."

State TV broadcast footage of flames hovering close to spherical storage units that hold liquefied natural gas. They were not among the nine storage tanks affected by Saturday's blaze.

State oil company PDVSA said it will focus on extinguishing one of the two burning tanks by spraying it with foam. If they cannot put it out on Sunday, they will wait for the fire to burn out on its own - which could take two to three days.

Ramirez told Reuters that PDVSA was considering seeking floating storage in the area -- using tankers to store oil and fuel offshore while the company repairs the main tanks.

AMONG THE DEADLIEST

The incident follows a decade of repeated outages and accidents at PDVSA installations that have prompted allegations of mismanagement by Chavez's government.

In extensive remarks to reporters during his visit to Amuay, Chavez refuted suggestions that negligence had caused the blast.

"Lack of maintenance? Who could possibly say this? Only someone who is irresponsible," the president said.

He spent nearly ten minutes chiding a reporter for repeating comments by nearby residents who had said that the smell of gas was in the air the day before the explosion.

The blast ranks as one of the deadliest oil industry accidents in recent history, approaching the toll of the 1997 fire at Hindustan Petroleum's Visakhapatnam refinery in India that killed 56, and topping the 2005 BP Texas City refinery blast that killed 15 workers.

Amuay had already partially shut operations at least twice this year due to a small fire and the failure of a cooling unit.

The high death toll was in part due to the location of the National Guard outpost, which had not been moved when the refinery shifted the site of the storage tank area next to where troops were stationed. Ramirez acknowledged to Reuters that the facility was too close to the refinery.

Amuay, together with a neighboring facility, forms part of the Paraguana Refining Center, the second-biggest refinery complex in the world, with an overall capacity of 955,000 bpd. Only India's Jamnagar complex is bigger, at 1.24 million bpd.

Many of Venezuela's oil installations have slums next to them, and sometimes they are located in the middle of cities. In some places, families hang clothes out to dry on fences that surround small oil derricks.

Venezuela has traditionally been a key supplier of fuel to the United States, but U.S. reliance on it has declined sharply over the last five years due in part to repeated unplanned outages at Venezuelan refineries.

In the first five months of 2012, the United States imported just over 50,000 bpd of fuel from Venezuela, down from nearly 290,000 bpd in 2005, according to data from the U.S. Energy Information Administration. Venezuela still ranks among the top five suppliers of crude oil to the United States.

(AP) ? Hollywood may have run out of summer hits, but an anti-Obama documentary is helping to fill the gap.

Holdover movies easily topped the weekend box office again, led by Sylvester Stallone's "The Expendables 2" at No. 1 for the second-straight weekend with $13.5 million.

The weekend's new wide releases were overshadowed by "2016: Obama's America," which expanded from limited to nationwide release and took in $6.2 million to finish at No. 8.

The documentary is a conservative critique of what the country would look like four years from now if President Barack Obama is re-elected.

Released by Rocky Mountain Pictures, "Obama's America" nearly matched the $6.3 million debut of the No. 7 movie, Joseph Gordon-Levitt's action tale "Premium Rush," a Sony release that played in more than twice as many theaters as the Obama documentary.

The weekend's other new wide releases opened weakly. Dax Shepard and Kristen Bell's road-chase comedy "Hit & Run," released by Open Road Films, debuted at No. 10 with $4.7 million, and the Warner Bros. fright flick "The Apparition" opened at No. 12 with $3 million.

The weak openings are typical of late August, a dumping ground for movies without much audience appeal as the summer blockbuster season winds down and young viewers switch to back-to-school mode.

But with less competition from Hollywood releases, it also opens the door for surprise successes such as "Obama's America."

"It's extremely rare for a documentary to break into the top-10, but August can be a land of opportunity for smaller films," said Paul Dergarabedian, box-office analyst for Hollywood.com. "Also, there's the fact that this is a very conservative film. Normally, it's Michael Moore-branded documentaries, the liberal documentaries that make all the money."

"Obama's America" opened in a handful of theaters in mid-July and did strong business as it gradually widened to more cities. It jumped into the top-10 this weekend as it expanded into 1,091 theaters, leading all other wide releases with an average of $5,717 a cinema.

That's a solid average, especially for a political documentary. But it pales next to the king of political documentaries, Moore's George W. Bush assault "Fahrenheit 9/11," which opened at No. 1 with $23.9 million in June 2004, averaging $27,558 in 868 theaters. "Fahrenheit 9/11" went on to become the top-grossing documentary ever with $119.1 million domestically.

"Obama's America" is based on the book "The Roots of Obama's Rage," written by Dinesh D'Souza, who co-directed the movie with John Sullivan.

The documentary now has climbed to a $9.1 million domestic total, with prospects for strong business as the Republican National Convention unfolds over the next few days.

D'Souza said Sunday that "Obama's America" will expand to more cities in the coming weeks and probably remain in theaters until early October, likely followed by a DVD release in the homestretch leading up to the Nov. 6 election.

Conservatives probably account for most of the documentary's audience so far, D'Souza said. But as with "Fahrenheit 9/11," which drew many conservatives out of curiosity, the attention "Obama's America" now is receiving could prompt left-leaning viewers to check it out, he said.

"What's happening is that people are really hungry for new information about Obama. There really is this sense that he remains an elusive figure," D'Souza said. "Then there's a second sense that the American dream is in the balance, the American dream is at stake, and that gives people a sense of anxiety about where the country is going."

Released by Lionsgate, "The Expendables 2" raised its domestic total to $52.3 million after two weekends.

In limited release, IFC Films' "Sleepwalk with Me" had a huge debut with $77,400 in a single New York City theater. Produced and co-written by Ira Glass of National Public Radio's "This American Life," ''Sleepwalk with Me" stars writer-director Mike Birbiglia in a semi-autobiographical story of a stand-up comic struggling with career and romance, along with bad bouts of sleepwalking.

Estimated ticket sales for Friday through Sunday at U.S. and Canadian theaters, according to Hollywood.com. Where available, latest international numbers are also included. Final domestic figures will be released Monday.

There?s never been a better time than now for the construction industry in India. Global recession notwithstanding, apartments and commercial buildings are flying off the shelves rapidly. This is likely to continue. In the words of Balsingh George, a developer who announced the launch of 815 flats in Chennai, India this week, ?About 600 million people in India are below 35 years of age. They all aspire to own houses. Housing will always be in demand.? This, coupled with India?s appetite for infrastructure that is crucial for growth, means hectic construction activity for decades.

Bauma Conexpo returns

Construction machinery exhibitions, too, will always remain an attraction, especially for developers, engineers, project managers. Meeting tight deadlines is among key challenges here. Needless to say, technicians and businessmen on the lookout for ideas throng to expos. In 2013, they will all be heading to the Bauma Conexpo Show in Mumbai. The three-day construction equipment exhibition to be held from February 5-8 will be the biggest and the most attractive in the event calendar of the year.

For the largely unorganized construction industry that lacks platforms for networking, bC India 2013 will be a meeting place and a positive environment to make business deals. Organizers Messe Muenchen International (MMI) and Association of equipment manufacturers (AEM) expect over 30,000 visitors at this machinery extravaganza. That?s just a conservative estimate. The exhibition, which will feature the latest in construction technology, will be a must-see for the best minds in the business. In November 2011, organizers revealed, the expo drew 22,000 attendees from 69 countries. Two years later, bC India could only get bigger and better. Infrastructure development is fuelling the Indian economy, which has the potential to grow exponentially in the next eight years; a study by consulting firm Accenture predicts the growth to touch $23-25 billion by 2020. Industry insiders are positive that rising interest rates and commodity prices, will have minimal effect on infrastructure sector. The 12th five year plan will plough in $1 trillion into infrastructure building in the country; this will continue to sustain and push growth, they say.

Excon 2013 set to impress again

Confederation of Indian Industry is bringing Excon 2013, the seventh international construction equipment and construction technology trade fair. This event which will be in Bengaluru in December, 2013 is being described by the CII as the ?3rd largest construction equipment exhibition in Asia? and as ?South Asia?s largest event for construction equipment.? The numbers justify this description. Organizers expect over 900 exhibitors and 35,000 people to walk in to the exhibition that will be spread across 2, 00,000 square meters. Since its debut in 2000, the brand has grown in both quality and quantity. The numbers of international names have gone up, too making it a sought-after event in the world.

In comparison to the previous edition held at the Bangalore International Exhibition Centre, this one will be bigger in terms of the number of exhibitors. Of the 636 participants in 2011, about 200 were international companies; there were eight country pavilions. Excon 2013 will have exclusive pavilions for China, South Korea, Japan, Finland, Italy, Spain, Turkey. The eagerly-awaited five-day construction machinery expo will be a high-energy event buzzing with conferences and live demonstrations.

Organisers are inviting only dealers of brand new equipment; there will be no stalls for companies trading in used machinery. The lineup will comprise an astounding variety of equipment and machinery for excavation, drilling, railway track laying, cable and pipe laying, tunnel and gallery construction, mixing and so on. Small enterprises in the component and aggregate manufacturing side of the industry will also be seen in large numbers. The event is also a platform to showcase the country?s manufacturing might and project it as an ideal location for outsourcing.

It?s not just big Indian cities that are hosting big exhibitions. Tier II cities are also identifying themselves as convenient and relevant for such events. The first time Dylan Williamson watched New Westminster resident Dustin Walsh and his guide runner in action, he was amazed at the synchronicity between the two men.

Guide runners are used for visually impaired or blind athletes, with the two either running in unison by holding either end of a short tether, or with the guide runner running behind the athlete, giving verbal instructions as they make their way around the track.

The athletes must be within 50 cm of one another and the guide runner cannot pull their runner or cross the finish line first.

Williamson, a 22-year-old from Langley, was being brought in as a potential replacement for Steve Walters, Walsh?s guide runner of the past seven years.

The 29-year-old Walsh was left blind at birth by glaucoma.

?You obviously need a good physical match so you can run in stride,? explained Walsh, following a brief break in a recent workout.

?Every step we take is a mirror image so when my left leg is coming through, his right leg is, and vice versa, so we are covering the same amount of ground with each stride.?

Personality is also important.

?It really is like a marriage,? laughed Walsh. ?You spend so much time together, training, at meets, hotels, etc. You have to be able to put up with each other and know each other?s personalities on and off the track.?

?It was amazing to me how quickly I meshed with him,? added Williamson.

?We can both laugh quite easily, whether at ourselves or at a joke.?

After about four or five practices, it became obvious that this partnership would work.

?We are a team, that is the most awesome thing,? Williamson described. ?We are competing as one athlete.

?I think it is really a unique experience that not a lot of athletes would really get.?

For Walsh, who grew up in Coquitlam and now lives in New Westminster, this is his third Paralympic Games.

He competed in Athens in 2004, placing fifth in the T11 400m race and was 11th in Beijing four years later. Walsh was 11th in the 400m race after suffering through a hip flexor and quad injury.

Walsh is running two events in London: the 4x100 relay?alongside Braedon Dolfo?and the 400m, and he feels good about his chances.

?I have been to two medal ceremonies and had to watch, which is a very frustrating thing,? he said.

Romney Steps into Energy Conversation

One of the most remarkable things about the U.S. energy revolution is how quickly it is changing the conversation.?On Wednesday, Mitt Romney released a 21-page policy paper outlining how he intends to encourage domestic energy (oil) production in order to reach partial energy independence (using only North American sources) by 2020.?The Financial Times reports:

The strategy picks up on the assessments of analysts at?Citigroup?and?Raymond James, among others, who have argued that the upturn in US production resulting from the?shale oil boom?makes it possible that by the end of the decade, the country could be importing crude only from Canada and Mexico.

Mr Romney said his vision was for the US to be an ?energy superpower, increasing our own production and partnering with our allies Canada and Mexico to achieve energy independence on this continent?.

The plan, naturally is not without its critics. In particular, many believe that 2020 is far too soon to contemplate full energy independence, while others question whether energy independence is a reasonable goal in the first place. In perhaps the best critique, Michael Levy argues in Foreign Policy?that America?s resource wealth is not sufficient to achieve independence from world energy markets:

In any case, energy independence requires more than impressive arithmetic. As long as the United States is fully integrated into the world oil market, U.S. fuel prices will rise and fall along with events on the other side of the globe ? say, a war with Iran. Greater domestic production will blunt the economic shock of rapidly rising prices ? better to suddenly be sending massive sums to North Dakota than to Saudi Arabia ? but because oil producers everywhere are relatively slow to spend their windfalls, skyrocketing prices could still knock the economy on its back.

Many of these critiques have merit, and we would be surprised if America is completely energy independent in only eight years. But if full independence isn?t quite in the offing, America does have the opportunity move a long way toward that goal in the coming years, and we will need a serious political discussion about what all this may mean for the future. The fact that Romney released this report means that this conversation has begun in earnest.

Google Inc. (GOOG) Looks to Strengthen Privacy Team

Google Inc.Google Inc. (NASDAQ:GOOG) might be about 18 months behind the curve, but it seems that the company is making user privacy a high priority, as it is listing a job posting seeking data privacy engineers for the company?s ?red team.??Google has made several mistakes in regards to user privacy in the the past year, and chances are this new move is in response to the $22.5 million fine it agreed to pay the FTC a couple weeks ago (which we reported here yesterday, is being challenged by a consumer group and thus is not finalized yet).

In the job posted, Google Inc. (NASDAQ:GOOG) says it is seeking a privacy engineer. ?Specifically, you will work as member of our Privacy Red Team to independently identify, research, and help resolve potential privacy risks across all of our products, services, and business processes in place today.?

This may definitely be called for, since Google Inc. (NASDAQ:GOOG) is on the record with several privacy issues in the last 18 months or so. It started in March 2011 when Google settled with the FTC over privacy violations related to its now-defunct social network, Buzz. Part of the settlement involved Google Inc. (NASDAQ:GOOG) agreeing to submit to 20 years of privacy audits. But a year later, users in California and New York filed a class-action lawsuit after Google changed its privacy policy to allow certain information to be linked across all of a user?s accounts with Google products or services. And the Street View service has been under fire from several countries all around the world for privacy violation allegations ? including Street View vehicles collecting Wi-Fi information from individuals.

While $22.5 million to the FTC is pocket change for Google Inc. (NASDAQ:GOOG), it likely realizes that any more privacy issues may lead to more trouble that may actually start to sting the checkbook. There will likely be many investors who will be watching this new push for privacy protection, including hedge-fund managers like Chase Coleman of Tiger Global Management.

Iran leader calls for 'economy of resistance'

Iran's supreme leader Ayatollah Ali Khamenei told the government Thursday to adopt an "economy of resistance" to confront crippling sanctions slapped by the West on Tehran over its nuclear drive.

"The arrogant powers are pulling their weight to force Iran to back down (on its stances) and the government should invalidate these illusions by using the nation's full potentials," Khamenei said.

He called for an "economy of resistance" to confront a slew of Western oil and financial sanctions, saying this "is the only way to pursue progress in the country."

"In this kind of economy the nation's progress is preserved and vulnerability of the economy against the enemies plots is decreased," Khamenei said during a meeting with cabinet members and President Mahmoud Ahmadinejad.

During his speech Khamenei did not specifically mentioned sanctions nor Iran's controversial nuclear drive.

But his comments comes as several Iranian officials, who had long minimised the effect on the sanctions, acknowledged in recent weeks that the punitive measures have had a negative impact on the country's economy.

Severe banking sanctions imposed on Iran since 2010 have slowed industrial activity, reduced foreign investment, soared inflation to more than 20 percent and led to a shortage of foreign currency.

The situation has been aggravated in recent weeks with an oil embargo that so far has caused Iranian oil exports -- which provide the country with most of its foreign exchange resources -- to drop by around 50 percent.

The embargo also caused a sharp decline in Iranian oil production, which has fallen to its lowest level in the past 20 years.

Ayatollah Ahmad Janati, the hardline chief of the influential Guardians Council tasked with overseeing elections in the Islamic republic and interpreting the constitution, said earlier this month that the economy is being hit by "war", insisting that Iran must mobilise all its forces to tackle the problem.

And in July, Ahmadinejad acknowledged the magnitude of the impact of the oil embargo saying that Iran must reduce its dependence on oil exports.

The US sanctions, and others imposed by the European Union, aim to pressure Tehran to roll back its nuclear activities, which the West fears are geared to developing atomic weapons. Iran denies its programme is anything but peaceful.

But Iranian leaders have always ruled out yielding to pressure or renouncing their nuclear programme despite worries by the international community.

Abortion debate shows differences of Romney, Ryan

(AP) ? Differences between Mitt Romney and Paul Ryan's positions ? this time on hot-button social issues ? were on display Wednesday as the GOP ticket found itself dragged into a debate over abortion.

The vice presidential candidate emphasized anew that Romney is the nominee, brushing aside differences in their records.

"I'm proud of my record. Mitt Romney's going to be the president and the president sets policy. His policy is exceptions for rape incest and life of the mother. I'm comfortable with it because it's a good step in the right direction," Ryan told reporters as his campaign plane flew from Virginia to North Carolina.

Romney does not oppose abortion in cases of rape and incest or if it will save the mother's life, while Ryan does oppose abortion in cases of rape and incest.

Since choosing Ryan as his running mate, Romney has been dogged by questions about how his own views differ from the Wisconsin congressman's. Ryan is the architect of a controversial budget blueprint that would dramatically change Medicare and cut funds for a series of other popular programs. After his selection Democrats immediately began trying to tie Romney to his new No. 2's plan, with President Barack Obama launching a new push on cuts to education this week. Romney says his own budget plan is different from Ryan's, but he largely refused to outline specifics of the differences. Instead, he's emphasizing what he calls shared principles and insisting that Ryan joined the Romney ticket, and not the other way around.

The focus on abortion comes in the wake of comments from Missouri Senate candidate Todd Akin, who is challenging Democratic Sen. Claire McCaskill. Asked in an interview aired Sunday if abortion should be legal in cases of rape, Akin said: "If it's a legitimate rape, the female body has ways to try to shut that whole thing down."

Ryan on Wednesday defended a bill he cosponsored in the House to permanently ban federal funding for abortion except in cases of incest and "forcible" rape. That language, which was eventually changed, would have narrowed the exception for rape victims. Akin and 225 other members of the House, including 11 Democrats, also cosponsored the bill.

Democrats have seized on the bill and accused Ryan of trying to "redefine rape and remove protections for rape victims."

"As a Republican leader in the House, Paul Ryan worked with Todd Akin to try to narrow the definition of rape and outlaw abortion even for rape victims," Obama campaign spokeswoman Lis Smith said in a statement.

Akin has refused to heed calls to step down ? including one from Romney ? and now would need a court order to leave the race. He has until Sept. 25 to do so. Aafter that point, he would have no way to remove his name from the ballot.

Ryan, a colleague of Akin's in the House, called the Missouri congressman to urge him to bow out of the Senate race. Ryan said Wednesday he doesn't have any plans to speak to him about it now that Akin is staying in.

"He's going to run his campaign and we're going to run ours," Ryan said of Akin.

The questions about abortion were overshadowing the GOP ticket's campaign events in Iowa, Virginia and North Carolina Wednesday, where Romney was trying to keep the focus on the national debt and deficit.

Romney, speaking hours after the Congressional Budget Office warned of a new recession if Washington continues its stalemate over taxes and spending cuts, criticized Obama for not doing more to solve the country's fiscal problems.

"It's bad economics," he said. "It's the wrong course for America and I believe it's immoral to pass our burdens on to the next generation."

Romney's campaign was again attacking Obama's policies on Medicare, looking minimize focus on differences between the running mates. That comes in a new TV advertisement linking Obama's divisive health care overhaul to cuts in Medicare. The ad, titled "Nothing's Free," asserts that Obama raided $716 billion from Medicare in order to pay for his health care law. It's the first ad Romney's campaign has run focusing on health care since the Supreme Court upheld Obama's federal mandate in June

Romney has promised to roll back the Medicare spending cuts approved under Obama, while Ryan kept the cuts in his budget proposals. The campaign did not say where the health care ad would run.

Romney flew Wednesday morning from Texas, where he held campaign fundraisers Tuesday, to Iowa. During remarks in a key Midwestern state, he planned to focus on the increases in the nation's debt during Obama's term.

Ryan, less than two weeks into his new role as GOP running mate, was campaigning in Virginia and North Carolina and focusing Wednesday on a tax overhaul. The GOP campaign says Obama's calls for letting George W. Bush-era tax cuts on people earning more than $200,000 a year expire at the end of the year would hurt small businesses because many file as individuals.

Obama, meanwhile, spent a second straight day criticizing GOP ticket's proposals on education, an issue that resonates with middle-class voters. The president's campaign sees education as another avenue for linking Romney to Ryan's budget, which calls for $115 billion in cuts to the Education Department.

Appearing at a school in North Las Vegas, Nev., Obama said that Republicans in Congress, "led by" Ryan, had thwarted Democratic efforts to give states money to rehire teachers laid off during the recession. The result is "tens of thousands of teachers" not entering classrooms this fall.

"Not only is that unfair to our kids, it's foolish for our future," Obama said. "My opponent in this election doesn't seem to understand this."

Nevada, a critical battleground in the fall, is one of the states hit hardest by the nation's economic slowdown. The president met with teachers at a local high school ahead of his remarks.

In a new ad released Wednesday, the Obama campaign suggests Ryan's education cuts would lead to larger class sizes. A couple featured in the ad bemoans the prospect of increased class size and says Romney "cannot relate" to their desire to have the best public education system for their children.

The ad is running in Virginia and Ohio.

The Candidates Who Could Cost the GOP the Senate

Todd Akin isn't the only candidate who could cost the Republicans the Senate. His "legitimate rape" comments are the focus of a furious effort to push him into resigning to allow a more electable Republican to take his place in Missouri and save the party its hopes of winning a majority in both Houses of Congress. Akin's not the only one who's put that cause in jeopardy, though.?"How many Senate seats have Rs thrown away in recent cycles? At least 2 in '06, 3 in '10. Any in '08?" The National Review's Ramesh Ponnuru?tweeted Monday afternoon, after Akin apologized on the radio but before CNN's Piers Morgan mocked him for being a no-show. Republicans aren't able to coast on their party brand this year, making it much more important to have good candidates,?Politico's Alexander Burns notes Tuesday. "While Democrats started out back on their heels, defending 23 seats to the GOP?s 10, the unexpected weakness of several Republican candidates has left Republicans far short of the easy takeover that some once anticipated," he writes.?

But while several candidates have made dumb mistakes, it's worth noting that they aren't n00bs who've never run for office before. And they're not all that far from the positions of the Republican Party. Despite all the Republicans denouncing Akin's rape comments, the party's platform this year opposes all abortions?even in the case of rape. That was the position Akin so poorly articulated. In fact, part of the conservative anger with Akin is not over what he said, but how he said it. Here's a guide to three of the Senate candidates who've been choosing their words?not their positions?poorly.

R?sum?:? While Republicans seem quite shocked at Akin's comments, they shouldn't be so surprised, since he's been hanging around Washington for more than a decade. Before his six terms as a congressman, Akin served 12 years in the Missouri House. He's not some little known political novice.

Dumb Thing:?"It seems to me, first of all, from what I understand from doctors, [pregnancy after rape is] really rare. If it?s a legitimate rape, the female body has ways to try to shut that whole thing down."

Poll Numbers: A SurveyUSA poll found that 54 percent of Missourians think Akin should drop out. Yet Akin is ahead of McCaskill 44 percent to 43 percent, Public Policy Polling finds. PPP leans left, and the National Review's Jim Geraghty speculates that the pollster skewed its sample to overrepresent Republicans to show Akin stronger than he actually is and persuade him from dropping out. But Akin was performing better against McCaskill in earlier polls -- a SurveyUSA poll from earlier this month found him leading by more, 51 percent to McCaskill's 40 percent.


Candidate: Rick Berg, running for an open Senate seat in North Dakota against former state attorney general Heidi Heitkamp.

R?sum?: Berg has served one term in Congress, but before that, he was a state legislator for 15 years.

Dumb Thing: Berg is not quite sure how to run against a woman. The campaign ran an ad with four elderly women sitting in a diner and gossipping about how they just couldn't trust Heitkamp, perhaps because the campaign thought criticism of a woman would be more palatable coming from women? But the ad attracted a ton of YouTube commenters, who said the ad was like an old folks' Mean Girls. After The Huffington Post wrote about the jokes, the campaign deleted the old comments and blocked new ones. Then Berg ran an ad touting his support of a former YWCA chairwoman, which the YWCA asked him to take down, because it could be taken as an endorsement. The ad was taken off YouTube last week. And a Crossroads GPS ad was taken down because of a false claim against Heitkamp involving federal funding for planes. Meanwhile, Heitkamp has been noted for having a warm personality, and maybe more importantly, she's figured out a way to sell her vote for Obamacare by saying it contains an important amendment involving Medicare funding for North Dakota doctors. Politico declared she won both June and July.

Poll Numbers: Despite North Dakota being a Republican state, Berg is averaging only a 5 point lead. That doesn't average in a Democratic internal poll showing Heitkamp up by 6 points in late July. A Mason-Dixon poll in June showed Heitkamp ahead by a single point.


Candidate: Richard Mourdock, running for an open Senate seat in Indiana against Rep. Joe Donnelly.

R?sum?: Mourdock was elected state treasurer in 2006.

Dumb Thing: Mourdock's proud conservatism was great for winning the Republican primary, but it might not be so great for winning the general election. He said in May that he wanted to build Republican majorities so that "bipartisanship becomes having Democrats come our way." He's now being attacked by Democratic groups for saying Paul Ryan's plan to create vouchers for Medicare doesn't go far enough. Donnelly, meanwhile, is promising "bipartisan, common-sense leadership."

Poll Numbers: A poll by the right-leaning Rasmussen found Mourdock with just a 2-point lead in the Republican state in early August. A more recent Democratic poll put Donnelly up by 2 points.

Governor Pat Quinn signed two new housing laws to provide people with disabilities with more access to affordable rental housing, and to further protect homeowners from mortgage fraud. The supportive housing law makes $10 million in rental housing subsidies available over 15 years to eligible landlords. In addition, the governor announced the commitment of up to $40 million in Illinois Jobs Now! capital funds for developers of permanent supportive housing. These laws build on the governor?s strong commitment to providing more housing options for people with disabilities, and to protecting consumers from predatory lenders.

?I am committed to strengthening Illinois? communities and our economy,? Governor Quinn said. ?Thanks to these new laws, more people with disabilities will have a safe and comfortable place to call home and homeowners will be better protected.?

House Bill 5450, sponsored by Rep. Esther Golar (D-Chicago) and Sen. William Delgado (D-Chicago), enables grant funding to be designated for people with disabilities under the Rental Housing Support Program, one of the nation?s largest state rental assistance programs, which is administered by the Illinois Housing Development Authority (IHDA). The new law and the Illinois Jobs Now! funding commitment will significantly increase opportunities for people with disabilities to access affordable rental housing throughout Illinois. The new law takes effect immediately.

?I was able to work with IHDA on this new law, which allows grant funding to develop housing opportunities for people with disabilities,? said Sen. Delgado, Chairman of the Senate Public Health Committee. ?The previous law stated that to qualify for these grants a person had to have a specific disability, the new law will allow all with disabilities to qualify for assistance.?

Also today, Governor Quinn signed House Bill 4521, sponsored by Rep. Barbara Flynn Currie (D-Chicago) and Sen. Jacqueline Y. Collins (D-Chicago), which raises fees for mortgage company licensees and significantly increases fines penalizing mortgage fraud to better protect homeowners. The new law also strengthens the ability of the Illinois Department of Financial and Professional Regulation?s Division of Banking to investigate and prosecute mortgage fraud throughout the state. The new law is effective immediately, with one provision taking effect Jan. 1, 2013.

?Exercising vigilant oversight in the areas of loan modifications and short sales will be particularly beneficial as we work to slow the rate of foreclosure and protect distressed homeowners from financial exploitation,? said Sen. Collins.

Earlier this year, Governor Quinn launched the Active Community Care Transition (ACCT) Plan to increase the number of people with developmental disabilities and mental health conditions living in community-based care settings across Illinois. The ACCT Plan also will help the state save hundreds of thousands of dollars per year while providing good care for people with developmental disabilities.

?Supportive housing makes a difference in the lives of people with disabilities by empowering them to live independently as part of a community,? said IHDA Executive Director Mary R. Kenney. ?Under Governor Pat Quinn?s leadership, IHDA has financed approximately 1,300 units of supportive housing to enable people with disabilities to live independently.?

With House Bill 5450, landlords providing supportive housing units may apply for subsidies under the Long Term Operating Support (LTOS) portion of the Rental Housing Support Program. The LTOS program is funded through a $10 fee collected from real estate document recordings, and the new round of funding will help an estimated 150 households headed by a person with a disability.

In addition, today?s Illinois Jobs Now! commitment will spur the development of approximately 200 new supportive housing units through a new round of the state?s Permanent Supportive Housing (PSH) Development Program. Governor Quinn?s historic capital program included $130 million for affordable and supportive housing to further create opportunities for people with disabilities to live independently. The first round of the PSH Program financed 122 units of supportive housing.
